It sounded to me like a bullet fragment or other resulting fragment from the shot struck the girl playing with the dog or "another woman", maybe the mom. The officer didn't just miss and shoot the person directly instead. Apparently the officer over-reacted to an otherwise innocuous situation. Fortunately, the wound to the woman, the article said, was considered minor and is not in the hospital. Poor dog. I wonder how it fared?
