You know it's to the point of beyond hilarious of " Government at work"....Didn't they teach us in Grade School that Bays and Tidal Marshes are at sea level? So let's see...hmmmm....last time I looked the end of the ditch is the marsh??...High tides and strong south wind flood the ditch and retention pond.....hmmmmm....heavy rains come at same time we flood....hhhhmmm pumps come on at Texas City Y and try to pump out retention pond...ditch...and Galveston Bay....seems like a mighty big task..and who's paying the electric bill????..hmmmm good idea with the retention pond and pumping...now just block off the bay and marsh with a "little" 1 maybe 2 foot concrete break and create a closed drainage system....hmmmm is Civil Engineering same as "Rocket Science"....both shit and water run down hill.....
