I just sent an email describing this mess to the Secretary of the Florida Agency for Health Care Administration. ACHA is the agency that regulates health care facilities in Florida.
She's a known consumer advocate and when she was the Secretary of the agency I worked for (she moved over this year) she knew who I was. I don't know if any of that is worth a hill of beans but it was worth a try.
Her folks will pass the email to the proper channel for response and hopefully investigation to answer my question. Usually, when something like this comes down from the Secretary's office, it gets attention pretty quickly. Besides, I didn't know where else in the agency to send it.
