It won't charge

I bought Pentax Optio S5i on the net (1st mistake). I got the charger,camera, USB cable, software for 50.00 (2nd mistake - things to good to be true usually aren't true). The camera will not charge. When you put it on the charger, it appears to be charging, but when you try to turn it on, it comes on for about a milisecond, then goes off again. It had a Lithium -Ion D-LI8 3.7V 710mAh battery. Do we suppose it just needs a battery ? Would a camera shop charge me an arm and a leg to check this out ? HELP!!!!!! Thanks !!
