Minimum Aperture

I am just about to abandon film and move into digital photography. I have learned to understand the difference in focal lengths between film and digital but am confused by aperture specifications.
In film, I am used to using lenses with a minimum aperture of f22. But many of the digital cameras I have been looking at quote a minimum aperture of only f8.
Is there an "adjustment factor" I am missing?
Any explanation or reference would be welcome
