The Canon A-series are the best in the price range, and for under $200, they have a couple of models that have image stabilization built in which would be a bit of a help steadying the types of images you want.
Zoo pics require cameras that have 10X or more zooms, really. But you can get decent ones in the 4-6X zoom range of some of the A-series models.
The A-models that offer image stabilization will be the A570, A710, and A720 in the under $200 range (look for sales). If you want to go over that budget you can opt for the 12 megapixel swivel screen A650 (cheapest at Costco), the SX100, or if you want a big zoom and can up the budget into the low $300s, the S5IS zoom.
