Can a digicam give good video?

Hi,
I am planning to buy my first dgicam of camrecorder.
1.My budget is at most $445 for either a digicam or a camrecorder.
2.My main prpose is not printing out but to upload to web or onto p/c though ocassionally I might have to print too.
3. Can I expect good vdeo output from a digital still camera within the budget?
