It's not a feature. It's called "shutter lag" and most compact consumer-level cameras suffer from it on some level.
If you wish to eliminate it, or use a camera that's fast enough that you won't be able to notice any lag, you will need a digital SLR. DSLRs are much faster than consumer models both by not having "shutter lag" as well as shot-to-shot times.
Unfortunately, this means carrying a larger camera than you may want, though some DSLRs are now quite small. On the good side, you can get one for as little as $450 (Nikon D40).
