Get her a Canon Powershot A1000. $159 at Walmart. She could just leave it in "automatic" mode all the time and let the camera do the rest. It has image stabilization which will help steady her shots, and is small enough to easily fit in a purse or carry all day.

All she'd have to do is take pics, and remove the memory card and drop it off at her local photo lab to have prints made. All you'd have to teach her is how to erase/reuse the memory card and the very basics.
