You want a camera with a good LCD screen and an optical viewfinder. You also want one that is fast and avoids "shutter lag" (the lag time from when you press the shutter button to when it actually takes the pic).
Good news: They do make cameras like this.
Bad news: You're not going to get one for $200.00.
You want a digital SLR. They are currently the only things out there right now that have good LCD and good optical viewfinders, are very fast, no shutter lag, and can also take very good clean photos indoors with no flash. Consumer cameras just aren't good enough to do all of that yet.
The cheapest digital SLR right now is the Nikon D40, which if you look around, you can find for around $529.00 on sale (with one lens). You can buy other lenses to suit your needs later as well. Otherwise, you could maybe look for a used Nikon D50 or Canon Digial Rebel on Ebay which might be a little less.
