That being said, your best course of action is to call the police department and make a complaint. Get a copy of said complaint, and submit it to the board of directors for action. Obviously your neighbors are breaking numerous rules; The board can use the evidence to levy sanctions (i.e. fines) against the property owner. If said property owner does not take action on said fines, the board then has the option of placing a lien against their property, a prospect any responsible property owner would dread. Sorry to burst your bubble, Tom... But Property Patrol isn't here to break up parties, or even settle disputes between neighbors. They get paid for the sole purpose of safeguarding the common areas. That was a decision the board of directors had to make some time ago to ensure that the association wasn't placing itself in a position to be subject to liability in the event that things go badly wrong.
