For all things that can't be handled in a neighborly way, i.e. one of the parties refuses to be reasonable, your only real option lays with the authorities and board of directors. Also, there's power in numbers. If a neighbor is partying to the wee hours of the night, talk to your other neighbors. Get them to file complaints. Get them all to attend board meetings and demand action. It costs the association money to follow through on alot of the more severe remedies (lawyer fees, litigation), so the more voices raising concern will have an impact. If it can't wait for the next scheduled meeting of the board, work with the board members to set up a special meeting. They can conduct business anytime, as long as a quorum is met.

Hi, Eliz. In answer to your questions, let's just say I'm a previous owner that still has fond memories of the community, and still likes to poke into the forums from time to time. Unfortunately, I'm not really "in the know" anymore of current events, such as who is responsible for the property patrol, or even if their beeper is being used or functioning properly.
