The old brass plunger type is affected by it's orientation (and gravity and inertia) and also if it's lubed before use (which it shouldn't be) .The brass plunger is quite weighty so it will affect the reading, but in reality it's more of a comparator than an actual read-out. If you pressurise the wheel to 30 psi on the gauge (held horizontally) and find that to be acceptable then that's what you use, no matter if it's really 29 or 32 psi on an accurate gauge.
