Yes, his reticence came across very well in the article. He would have come up against a lot of people at all levels who were so set in their ways that to do things differently would mean they have to remove auto pilot and actually switch their brains on when starting work each day.
Being a proud professional man, having been paid for his findings and advice he may have mistakenly felt responsible that they didn't act on it.
I'm not sure consultants these days have the same principles and values.
