No blame intended from me, Ian, merely that the investigation described them as contributory factors to the main issue. Inoperative/ineffective door closers are the result of cuts back in maintenance and I assume that poor building design originally prompts residents to wedge doors open, either for better ventilation, access, or to prevent the noise of them banging shut day and night.
The flat where the fire started should've had a door closer, however if my ar*e was on fire I doubt that closing the door behind me would've been foremost in my thoughts.
