I'm sure that years ago when my old Minx failed on a leaking master cylinder the failure note was a red form with something like "not to be driven away" written on it, unlike the usual failure forms which just listed the faults found. Even today, when a car would fail for a perished windscreen wiper, that's hardly a reason to say that the MoT is invalid and the car can't be driven away, so the regs are probably ambiguous in that it's impossible to define "unroadworthy" in the context of an MoT fail.
