And as I read it (the vehicle is (should be) roadworthy when you ride/drive it away from the test station) not even then.
The time it was roadworthy has long gone.
It is only roadworthy at the time of testing.
i.e. if a wheel spindle shears a millemicro second after the test - a Gallic shrug of the shoulders.
