Some years ago I worked (thankfully rather briefly) with one of the Dep't for Trade and Industry 'Business Link' divisions. Part of which was the 'Learning and Skills' section which comprised mostly Business Graduates and other touchy-feely academics who had no idea what a spanner looked like. They were charged with (and had great difficulty) encouraging SME's to take up Gov't funding and engineering courses to train their staff.
These relatively small firms didn't want the disruption of day release etc. and that no sooner they were trained many of their staff simply left to join a larger company which had better opportunities/pay for trained staff.
