Those little basic pre-war bikes often had a headlamp as low as 25W, and as you can ignore brake lights and horns as intermittent loads it's probably more like 35W in total. A 13A fuse would be much too high rated for this load, and that's ignoring the fact that a 13A fuse blows at much higher than 13A anyway due to the in-built tolerance. Whatever problem is blowing fuses it certainly isn't because the fuse rating is too low so rather than fit 20A jobbies you should fit maybe 5A, but a better bet is to wire another lamp (or DVM) across the fuse holder and disconnect circuits until the lamp goes out. Saves a fortune on fuses..
