You lot living down south in Parking Scam Land will know it's almost impossible to stop a vehicle anywhere without receiving a bit of paper in the post a few days later saying you're "fined" some exorbitant sum.
Up here we're rarely charged for parking (although skint councils are cottoning-on they can scam visitors from the south since they're so used to being scammed already). Since moving here, I strongly object to the southern parking scammers; when I return from a trip down south, I laugh as I shred or burn the "fines" from these tossers.
However, last summer, I had to use a hire car; despite being more careful, spotting more cameras and signs twenty foot above the ground, I was got once. 'Course the 'fine' went to the car-hire company, they charged my credit card £30 for supplying my details to the parking company; car-hire company said I could have it back if the 'fine' was cancelled - I knew that was easy as I was 'got' in a Tesco car park and, if you write high enough up the management food chain, not only is the 'fine' cancelled, swmbo gets a nice bunch of flowers delivered.
Anyroadup, I waited, waited, waited, nothing from the parking company for over eight months so I decided I was safe contacting 'em to confirm they'd cancel the 'fine', I'd get my money back off the car-hire company. However, when the parking company replied, they said the car-hire company never sent my details; as far as the parking company was concerned, the car-hire company was still liable for the 'fine'.
So I'm wondering if the scam works like this - Avis going through the faff of actually sending every 'offending' driver's details to Apcoa, Apcoa going through the faff of entering all the details in their systems costs a lot, Avis and Apcoa have done a deal - Avis'll screw every 'offending' driver for £30 knowing most drivers'll just shrug their shoulders, Avis pays Apcoa a lump sum every year; in exchange, Apcoa just writes off all Avis 'fines'?
