I tried returning them as "not at this address" for ages, and then I intercepted the postman with one and asked what else I could do. He told me he wasn't allowed to not deliver them even if he knew the address was wrong, but said he recognised the return postcode as the council's parking ticket office so I contacted them; made no difference.
The letters kept coming and I kept returning them.
And then the return address changed, and they were from (thank you Google) a debt collection agency. I kept on returning them as "not at this address" until the agency phoned, at which point I was able to point out that no one with that name had lived at this house for more than thirty years.
The agency didn't seem that surprised - I suspect it's common thing - but the parking tickets kept coming for a few more months.
CCJs are a worry, but they only relate to a specific person at a specific address*, not to everyone at the address, and provided the debt collection agency have been informed of their mistake you should be ok.
So keep returning them, and if they ask "Does Mr J Criminal live here?" tell them no.
*I checked with my solicitor while selling my house, just to be sure. Ironically, the woman whose house I bought had about six CCJs against her, at several different addresses....
