You chain 4, work 11 dc in 1st stitch (leaving you 3 unworked chains); you slip stitch in the end chain stitch(top of ch 3) so that the 3 chains=1 dc plus the 11 dc you worked in the first stitch equals 12 sts.
An easier way to do it would have been:
Chain 4; work 11 dc in 4th chain from hook. (12sts)
That way the chain 3 stitch would have been at the beginning of the row instead of the end.
