"Miss" in the instructions you sent means you "skip" the next SC...in other words, don't put any stitches in the next single crochet.
"rep" stands for "repeat the pattern that starts at the * symbol. Usually patterns put * at the beginning and end of the part to be repeated. So in Row 3 where it says:
*ch 1, miss(skip)next sc, 1 sc in next ch-1 sp*
you would keep doing that pattern across the row until you get to the last 2 sc where you simply ch-1, miss(skip)next sc, 1 sc in the last sc.
