How does Nascar even have the nerve to interfere?

At the time in Sunday's race, Brad K was a top five contender but was told by Nascar to in effect "back off" because he was around chase contenders! He's a skillful driver, hell he has to drive against half a field of Cup drivers each week just to earn a living!
