I always associated this tune with downtown Toronto, not sure why. Sounded like something that could have happened in Kennsington Market or Cabbagetown or any of those places I imagined Bruce hanging out when he lived in Toronto.
His mentioning that it was a "real event", his memorialization of the death of a one of the characters and his impassioned almost tearful performance made me think that Peggy must have been a close friend of his.
