I have to say I have never seen any thing like that either.You can tell its hand stamped. As for the rivets just about every cowl tag on a big car that I have seen have always had some putty over the rivet. My guess is to keep water out? You can tell the one on the left either fell off or was taken off. You can see where the satin black was painted over the top of the putty and now its clean under it. If you look real close some times you can see a pattern from the cloth glove that was used when it was applied. As for the stamp???????????????
