This is a quality control stamp, done after all the work of Fisher Body was complete. This was done exclusively by St. Louis from the early 60s through to the early 70s. Inspector 14 checked your car out to make sure the color combination on the tag was accurate to the car, and probably also did a whole check of fit and finish as well. The number has a direct correlation to the body style of the vehicle. For example, I have recorded four ST. Louis built 69 verts all with #2 handstamps, and three 69 verts all with # 1 handstamps. I also have two 69 16437 cars recorded, and they both have #13 stamps on the tag. Your stamp makes perfect sense to be 14 for a 16437. My guess is that the same people inspected the same body styles whenever they were on duty.
