Remove both back wheels, the wheels are bolted to a hub, the hub is pinned to the axle. Check for one of the pins to be broken and fell out. It will still drive some due to friction, but will slip under load ( hill or turn). If the hub isn't too badly damaged, give the hub a 1/4 turn and slide out about 3/4" and re-drill a new 5/16" hole for the pin. These are special pins and grade 8 locknuts. Tap the pin in with a hammer, tighten the nut, and do it again.
Also make sure the plate with the slot, at the bottom of the mower, moves freely and isn't hanging up
