That's an old contrangle U-type head for a slowspeed (20,000 rpm)belt drive triple arm setup. It's really not worth anything. I have a box full of them. The sleeve body on the rear of the contrangle slides over the nose of a handpiece and the center shaft slips into a chuck on the handpiece then the chuck is tightened down on the stem to not only turn the shaft, but retain the contrangle on to the handpiece. your contrangle can be used on a more modern slowspeed motor like the Midwest Tru-Torq, but most docs use the throw away heads now or the $35.00 ones that will last a month and then discard them. Your head appears to be a gear reduction head that has a bulge on the side of the latch head body to accomodate a internal secondary speed reduction gear. Those are used for heavy cutting where a lot of torque is needed.
I have several triple arm units that run fine if you are interested in one. EMESCO was a major manufacturer of triple arm setups, belt drive handpieces and attachments, and dental laboratory engines. They made good stuff.
