Since the present administration is going to unilaterally take our nuclear forces off of alert, with the goal of disarming our strategic triad, the above problem, is not worth fixing.
In the unlikely event that the need for a nuclear response arises, we can beg one from Iran or North Korea, or ask the Chicoms if they will let us have our technology back.
