First of all I am answering this in the blind since I have not seen a wiring diagram or looked at an actual toy car. So this is just general information.
I am guessing that the 6 pole switches are just plain old double pole-double throw switches. The forward reverse switch is probably just reversing polarity to the motor. The center contacts are probably going to the motor or could be the battery. The two end poles are wired X to reverse the polarity.
The hi/low switch either throws resistance in series with the motor or to different taps on the motor or possible to an electronic controller. Since the two switches when swapped do not operate the motor then I would check the two switches for continuity with an ohmmeter or at least a continuity light.
