I vote submersible but only if it cycles at least once a week not matter what quality level it is. Gould actually makes a decent commercial self-contained submersible, I used one in a dewatering application drainfield under a 200' x 400' building. IIRC, it was a 2HP hardplumbed with 1.250" PVC but the weight was held by 1/8" stainless steel wire rope. It hung 21' below grade in a 24" culvert pipe that was installed vertical. In the dry season, that pump cycled about once per day, in the wet season it cycled more than 150 times per day. The size of the sump was such that a "cycle" meant pumping about 450 gallons. The pump wasn't cheap but when I left PA it had been in constant service for 6 years.
I would avoid a "home owner" grade pump simply because they are cheaply made with inferior components. Another thing to consider is going with either an all stainless steel/bronze or all plastic because of corrosion issues associated with the sum drying out at times as well as when corrosives such as chlorine/salt is used to prevent a constant wet sump from being a biohazard breeding ground. Sand/sediment/mineral solids intrusion is another concern; I got screwed on a well pump years ago because I didn't watch what the professional plumber dropped down the casing...found out some months later when it tore up that it was a standard home owner pump and not the solids resistant commercial pump I paid for.
