My dad has had a water powered backup pump in his basement for over 20 years. He lives in the city and has city water (not an electric well pump) so if his electricity goes off and the electric pump will not work, the water level in the sump rises up high enough and kicks on the backup water powered pump. I go over and test the pumps a couple times a year for him to be sure they are working properly. Only one time in 20 years has he needed the water powered backup pump, but it saved his basement from flooding. As long as you have city water pressure, the backup pump will work. I think the pump pumps out about 2 gallons for every 1 gallon that powers it. I can't remember exactly, but it pumps about half the volume that the electric pump pumps, but it is more than enough to keep the sump level correct, even after a hard soaking rain when the foundation water comes in to the sump fairly fast.
