Getting closer to the problem. Ive taken it to work, with a few more people with helpful knowledge. Hands on is great for troubleshooting. If I bypass the solenoid, The thing works as advertised, ampere gauge and all. Going to try a new solenoid tomorrow. The "control" voltage to the solenoid is getting 15 volts AC. I didnt try AC until today, I just tested it for DC. Im guessing this solenoid is some kind of safety? If that doesnt work, Im just going to use it by bypassing the solenoid. For as little as Im going to use it, that will be fine..
