The pulley is off. It would have required a chain wrench/bull tongs of over the 15" models. Not because of the torque in this case but it required at least 19" of chain. The tool I made actually worked well, not a creak outof it. With the pulley off I was able to rationalise certain indications.
I had indications that the timing belt or timing was "off" yet the cam sprockets were in line. What turned out to be is that the key was allowed to slip in a a reassembly of the pulley in origional timing belt etc replacement. It slid back and didn't engage the last 3/8" of the pulley and over time, gored it out. There is about 30 degree where it was gored and the pully which registers the timing mark had shifted.
So this is great for I have an answer and will repair this quickly and the water pump. I would have been for long time perplexed at these irrational reading and set the timing Way too far back at some point. That's trouble.
