Mark, I am not familiar with this exact circuit and I did a little research and found that these soft start devices are basically thyristors that control the current to the motor similar to the electronic light dimmers that use thyristors, SCR's or triacs. I am guessing without analyzing that a capacitor start motor would still work. I am not sure how a reversing motor would work depending on the reversing wiring. I would think that as long as the soft start device was up stream to the reversing wiring that it would need some type of reset to the soft start mode after switching.
Noel is probably a better source and has some experience with soft start circuits.
