I would say yes connect all 3 leads and the one that is not energized will not work. Are you using 220 or 115? Reason I ask is that neutral on 115 is not usually modified or massaged as the soft start will do. As you know low voltage can be damaging to electrical motors but the soft start keeps the voltage peak but shortens or pulses the cycle. (without going in to all the theory)
