Hello Jon, reading your efforts at putting ballast with your track, non-availability of fine gravel. Have you been into your pet supplies? a gravel for aquariums may be put between ties, laid with a "super bond PVA" adhesive. H.B.Fuller Company, comes to mind, sets hard, does not deteriate after many years in site, stands up to UV in New Zealand and Australia. Best of luck, Regards, Bob Logan, New Zealand.
