I wonder if we are entering into a new heroic age of Wagnerian tenors? Rings are being staged with more and more frequency these days, but the Siegfrieds are hard to find, but there are some exceptions. Ben Heppner might be a little past his prime for Siegfried, but one could do worse than him. John Treleaven as well (his Covent Garden Siegfried is a marvel). Jon Fredric West was good in Stuttgart, and tenors like Gary Lehman show promise (I saw him sing the two forging songs on Saturday night at Bard College and he can really belt those out...wonder how he would last through the entire work...). But none I suspect would touch Rienzi.
But the bigger question that you pose is: who will sing the unedited Voss edition of Rienzi? The fact is that it just doesn't get performed anymore anyway (for shame)...so hardly anyone would even touch the edited version. Wer ist der Held???
