I think the Honda turbo redesign was requested by Borg before the season began but with the knowledge that it wouldn't be complete until about the 4th race. The redesign was due to Borg finding out that the single turbo was not equal to the twin as it should have been on output. Borg notified ICS of the deficit and that a fix was being designed and ICS agreed to the change because the data showed the deficit in the single turbo.
