No one says he had to answer the question, but after 12 years of media training, 6 of those with the Penske organization, he should have a stock answer for a question he finds annoying and/or stupid - and no, that stock answer does not involve telling the reporter he's lucky he doesn't beat the stuffing out of him. "No" and walk away works just fine. "I'm not answering that" doesn't get you suspended. Neither does "no comment".
