It just might happen.
I remember when Mayor Jane floated the idea back then. It would have been cool seeing race cars going through the old s-turn (really a z-turn) on old LSD. Jane had run out of political capital, so the idea was quickly shot down.
Now we have Mayor Rahm who always finds a way to get what he wants. If there is a chance of getting it, and if Mayor Rahm wants it...then it just might happen.
