well, it might be considered 'express' if there were dedicated lanes for tolls(like you're familiar with here in Dade County). However, anyone and everyone who transited any lane of UNITED STATES inter-state highway 95 in the State of Delaware was was extorted a fee. Sounds like a Joe Biden idea. no wonder...
