I know this is very optimistic, but if you cannot sign a top team Dodge might think it is better to take a season or two off.
If Dodge does buy the Penske engine program, it might that Dodge is thinking it is better to work on it's overall racing program rather than waste money at this time on sub prime nascar teams.
