OK...sometimes, a piece of equipment that you equip, will cause your Priest to not be able to cast spells!
This is a major piss-off, because no one ever tells you this!!
GAMEFAQS was able to answer the question. I unequipped everything, and viola!!
SO...since this is a non-battle spell, I can keep everything equipped, and just drop equip when I want to cast...which is a royal pain in the ass, but at least I can cast, and know why I couldn't!!
I have to say, the game's decent...but, if you never played ADVANCED D&D, or weren't good at it, or didn't like it...you probably won't like this game.
By the way, I found the second-floor casino. Still really have no idea what I am doing, or where I am going...or even am supposed to go...but, seeing as my highest level character is level 4 I'm not too worried about it just yet.
