I remember asking director Indo Tenbuki about this a long time ago. He said that the music (originally DW7's regular battle theme) was played in battles against any of Endor's high-ranking officials, including Defense Minister Erdevear. Tenbuki originally had plans for the heroes to fight the other four ministers much later in the game, but he said Erdevear would make the most appearances in battle because he was in charge of the military.
On a more somber note, in recent months, Tenbuki has grown severely dissatisfied with the direction the DW4: Renaissance project was going, especially after he had attempted to introduce the game to several other English-language RPG Maker communities and failed to make an impact in any of them. On top of this, he is almost constantly plagued by issues relating to his family, his computer, and real life in general. He is seriously considering "pulling a Brickroad" with the project; in other words, cancelling all further production of the game, retiring from RPG Maker, and publicly revealing Renaissance's late-game story developments (some of which are rather shocking).
