I don't know where you got the idea that Nielsen owns Arbitron, but that is wrong. The closest I could find to that info is that they had an agreement in 2004 to combine the (then in developement) PPM with Nielsen's Homescan (find that info here). I believe that agreement was dissolved in 2006 or so. If you can find something that proves that Nielsen owns Arbitron, I'd love to see it.
