Teleprompter screens used by news anchor persons, the Pres when he gives a speech, and other instances where a teleprompter won't be intrusive to the viewing audience are printed in all cap's as well. The theory is that cap's are easier to read rapidly, as the eye isn't drawn up and down to accommodate the varying heights of lower-case letters.
