I have not tested the gear outside, yet. The listed range is around 230 ft. There are 5 power levels (selected in the game setup) for the taggers. At level 3 (the default indoor daytime setting) I can point the tagger at the ceiling and NOT hit the vest on the desk in front of me.
As for the Vests - yes, they light up when hit. The also flash when the player is out (for 10 sec if respawn is available, or until the game timer runs out)
