Hmm...could be several issues at play. First make sure that the missles you are testing are on different teams. Next, you may want to check out the rocket internals. There's a spring that makes contact with a metal cylinder upon impact. Should the spring be bent and constantly touch the cylinder, there may not be any impact-triggered firing. Also, I'm not sure if it's in all TMB models, but on top of the cylinder, there should be a plastic piece which prevents contact between the spring and the cylinder. Check to make sure that plastic piece is there and inserted correctly.
